The Eskom restructuring task team (ERTT) is now operational with officials setting a target date of December 31, 2027 for the establishment of an independent transmission system operator (TSO).
The update was provided during the latest Operation Vulindlela briefing when progress on electricity sector reform was outlined.
The ERTT, which was announced by President Cyril Ramaphosa during the State of the Nation Address in February, is operating under the National Energy Crisis Committee and has moved into implementation phase.
Head of the Presidency’s Project Management Office Rudi Dicks said a high-level restructuring proposal will be submitted to the President by the end of May, followed by a detailed implementation plan by the end of August.
Acting Chief Director of Microeconomic Policy at National Treasury Aalia Cassim said the long-term objective is to establish an independent TSO responsible for grid operation, system planning, market administration and transmission asset ownership. These functions are currently housed within Eskom.
Officials indicated that initial market trading between Eskom entities and independent producers is targeted for mid-year with South African Wholesale Electricity Market internal trading expected to begin in June and the vesting contract framework scheduled for August.
The electricity distribution industry reform roadmap is expected to be published by June.
