The National Energy Regulator of South Africa (NERSA) has appointed members to serve on the Electricity Market Advisory Forum (EMAF) in line with Section 5 of the Electricity Regulation Act of 2006.
NERSA says the EMAF will advise the Energy Regulator on electricity market reform including the development and implementation of the wholesale electricity market, market codes, trading arrangements and related regulatory instruments.
The forum comprises experts from regulatory authorities, industry associations, academia and civil society. Appointed members are:
- Rhulani Mathebula (NERSA)
- Mutshidza Nndwamato (Association of Municipal Electricity Utilities)
- Letlhogonolo Tsoai (Business Unity South Africa)
- Mutenda Tshipala (Eskom)
- Willem den Heijer (Ferro Alloy Producers Association)
- Shreelin Naicker (Financial Sector Conduct Authority)
- Lovemore Chilimanzi (South African Electricity Traders Association)
- Craig Morkel (South African Oil and Gas Alliance)
- Nicole Loser (The Green Connection)
- Graeme Chown (Independent)
- Katleho Moloi (University of South Africa)
- Simon Roberts (University of Johannesburg)
- Dr Thando Vilakazi (Competition Tribunal)
- Tracy Ledger (Public Affairs Research Institute)
Alternate members include Vally Padayachee (Association of Municipal Electricity Utilities) and Tendani Mutshutshu (Eskom). NERSA says it reserves the right to appoint additional members to the EMAF at its discretion going forward.
According to NERSA, the establishment of the EMAF marks a key milestone in South Africa’s electricity sector reform programme and is intended to strengthen stakeholder engagement, enhance regulatory decision-making and ensure that market frameworks are robust, practical and aligned with the interests of consumers and the economy.
